I have a 1971 HG kingwood with 308 4 speed bucket seats with GTS or Monaro dash, Is this possibly a factory optioned car
Plate number reads Model HG30469 Body 0274637M Trim 1801-11E Paint 568-12206
I believe it was originally a special order for a guy from Melbourne

It won't be a special order, just a Retail Order. L31 (308) was a regular option available on a HG Kingswood sedan (model 80469). The standard engine was an L32 (253) with 3spd manual. The M21 4spd was standard when L31 optioned, and the bucket seats and console shift were also standard with 4spd (M20 or M21, no M22 in HG) on a HG Kingswood sedan or V8 Kingswood sedan. Monaro has the identical dash to a Kingswood, only difference is the Monaro name rather than Kingswood on the glove box (although I can't remember if HG even has that). It may have been optioned with a U21 dash, but its not a GTS dash if original. A GTS has a 140mph speedo and is basically a Premier dashboard with 140mph speedo in the sports cluster and GTS badge rather than Premier, a U21 dash on other models had a 120mph speedo and the dashboard is the same as the regular dash for the model, just has the sports instruments added with the plastic surround to suit the extra instruments.
An M21 4spd was rare in 1971 outside of V8 GTS though, GMH started to ration these carefully as they only had a certain number left as they were a predicted build item (import from Canada). They were pretty much restricted to V8 GTS only after a certain date in 1971 (I have the memo for this).

I forgot to add, as the car is a V8 Kingswood the diff will tell you what it was originally. The standard 253 will have a banjo rear axle. A 308 manual will be a Salisbury, and it will have the floor and tank hump for a Salisbury, a 308 auto can be a banjo or Salisbury. A 3spd (253 only) or a Trimatic auto will have the standard speedo cable hole over close to the steering column. A 4spd car (either engine) will have a blank grommet in the first hole and will have another hole that looks like its hole sawed closer to the transmission hump.
