Is there a sealant that used underneath these before they are screwed down on the sills?

Old memory from pulling these off back in the early 80’s but I think they used to have a sealant around the screw threads to prevent rust formation.

yup.. correcto
in the case of both holden and Torana car lines, grey body sealant gets applied on the holes in the sills to prevent rust
(V car gets clip on scuff floor plates - no holes in sills)

What product would you recommend?
After something that stays soft but is waterproof and doesn’t permanently stick the place to the sill
